Two Other Municipal Officials Also Arrested on Charges of Conspiracy and Fraud

PORT OF SPAIN, Oct. 22.—Six weeks' long investigation by the police and the Port of Spain City Council was climaxed last night with the arrest of Councillor Alfred Richards, veteran municipal politician and Mayor of the city, whose term ends this month, and two municipal officials in connection with charges relating to the alleged use of Corporation material and labour for the building of a house belonging to the Mayor.

A Council committee inquiry last week reported certain irregularities for which it blamed certain officials but found the Mayor had paid all the charges.

Mayor Richards, retiring member of the Council was seeking reelection on November 3.

One of the arrested officials was taken into custody at midnight. The other arrests were Noel
Pouchet, Corporation Chief Overseer and Harold Dupres, former football star, now City Supervisor. All were allowed bail. They appeared in court this morning on several charges of conspiracy and fraud.—Can. Press by Cable and Wireless Ltd.
